The Clerk will entertain nominations for Vice-President of the Board of Education.

The Clerk will call for a vote.

C.  Superintendent of Schools – Oath of Office

The Clerk will administer the Oath of Office to Dr. Maureen A. Long, Superintendent of Schools.

 III.   Board of Education Appointments

 A.  Appointment of School District Officers

1 . District Clerk (Oath administered by Board President)

BE IT RESOLVED, that upon the recommendation of Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby appoints Liz Mentiply as District Clerk for the 2022-2023 school year.

2. Deputy District Clerk (Oath administered by Board President)

BE IT RESOLVED, that upon the recommendation of Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby appoints Jeanne Mentiply as Deputy District Clerk for the 2022-2023 school year.

3. District Treasurer (Oath administered by Board President)

BE IT RESOLVED, that upon the recommendation of Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby appoints Kathy Cietek as District Treasurer for the 2022-2023 school year.

4. Deputy Treasurer (Oath to be administered by District Clerk)

BE IT RESOLVED that upon the recommendation of Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby appoints Jennifer Cannavo as Deputy Treasurer for the 2022-2023 school year.

5. Claims Auditor (Oath to be administered by District Clerk at a later date)

BE IT RESOLVED, that upon the recommendation of Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby appoints Michael Wolff as Claims Auditor for the 2022-2023 school year per enclosed contract.

B. Other Appointments

BE IT RESOLVED, that upon the recommendation of the Superintendent of Schools, the Board of Education of the  Menands Union Free School District hereby approves the following Individuals to carry out the appointments (a- x) as outlined below for the 2022-2023 school year:

a. Independent Auditors:  West & Company

b. Legal Counsel: Guercio & Guercio, LLP

c.  School Physician/Medical Director: Koinonia Primary Care, Inc.(Dr. Robert Paeglow, M.D) with an annual contract of $1,000 per year.

3. Audit Committee

5. Impartial Hearing Officers

 BE IT RESOLVED, that the Board of Education of the Menands Union Free School District will follow the State regulations when an impartial hearing officer is needed for CSE/CPSE; and

BE IT FURTHER RESOLVED, that upon the recommendation of the Superintendent of Schools the Board of Education hereby authorizes the Board President and Vice President to appoint Impartial Hearing Officers when necessary to comply with the due process requirements of the IDEA and Regulations of the Commissioner of Education.

IV.  Board of Education Designations

A. Regular Monthly Meetings

BE IT RESOLVED, that the Board of Education of the Menands Union Free School District hereby designates that the regular monthly meeting of the Menands School Board of Education will be held on the following dates as listed.

B. Official Bank Depository

BE IT RESOLVED, that upon the recommendation of the Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby designates KeyBank as the official depository of District funds for the 2022-2023 school year.

C. Official Newspaper

BE IT RESOLVED, that upon the recommendation of the Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby designates the Times Union as the official newspaper for the 2022-2023 school year.

 V. Board of Education Authorizations
 

A. Certification of Payrolls

BE IT RESOLVED, that the Board of Education hereby authorizes the Superintendent of Schools, and in the absence of the Superintendent, the School Business Manager/District Treasurer, to certify payrolls for the 2022-2023 school year.

B. Authorization for Grant Applications

BE IT RESOLVED, that the Board of Education hereby authorizes the Superintendent and/or her Designee to prepare and submit applications for federal programs and to accept federal monies that may result from the filing of such applications, with acceptance being subject to final approval by the Board of Education. The person designated to execute Public Law for the District will be the Superintendent of Schools.

C. Purchase Orders

BE IT RESOLVED, that the Board of Education hereby authorizes the Superintendent of Schools, and the Deputy Purchasing Agent in the absence of the Superintendent of Schools, to approve purchase orders as the purchasing agent.

D. Contracts

BE IT RESOLVED, that the Board of Education authorizes the Superintendent of Schools to approve contracts for the District up to a limit of $10,000.

E. Petty Cash Fund

BE IT RESOLVED, that the Board of Education hereby authorizes the establishment of a General Fund petty cash account in the amount of $100 and designates Liz Mentiply as the custodian of the petty cash account; and 

BE IT FURTHER RESOLVED that the Superintendent of Schools must approve expenditures from this account.

F. Memberships

BE IT RESOLVED, that the Board of Education hereby authorizes the District to hold membership in the New York State School Boards Association, Capital District School Development Association, New York State Association of School Business Officials and New York State Council of School Superintendents.

 G. Meetings and Conferences

BE IT RESOLVED, that the Board of Education hereby authorizes the attendance of the Superintendent of Schools at District Superintendents’ meetings and authorizes the Superintendent of Schools to approve the attendance of other employees at appropriate conferences, meetings and/or events.

H. Budget Transfers

BE IT RESOLVED, that the Board of Education hereby authorizes the Superintendent of Schools to make necessary intra-fund and inter-fund budget transfers to a limit of $10,000.

I. Mileage

 BE IT RESOLVED, that the Board of Education hereby authorizes the mileage rate for Approved use of a personal vehicle for school business to be set at the fixed rate allowed by the IRS.

J. Investment of Funds

BE IT RESOLVED, that the Board of Education hereby authorizes the District Treasurer to invest funds as they become available into certificates of deposit and in such case, the Treasurer shall be required to report such investments at the next regular scheduled Board meeting following the investment action.

 K. Standard Work Day for ERS
 

BE IT RESOLVED, that upon the recommendation of the Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby establishes either a 7.0 or 8.0 hours as the standard work day for its Civil Service employees in the 2022-2023 school year, and will report days worked to New York State and Local Employees’ Retirement System based on the timekeeping system or the record of activities maintained and submitted by these members to the clerk of this body: As listed.

VI.  Bonding of personnel

BE IT RESOLVED, that upon the recommendation of the Superintendent of Schools, the Board of Education of the Menands Union Free School District hereby approves the bonding of the personnel and the limits listed below for the 2022-2023 school year:

The School Business Manager/District Treasurer and Deputy Treasurer are bonded in the amount of  $1,000,000.

All employees are bonded in the amount of $1,000,000.

VII.  Other Approvals

A. Board of Education Re-Adoption of Policies

BE IT RESOLVED, that the Board of Education of the Menands Union Free School District hereby re-adopts all current Board policies and its Code of Ethics in effect after the 2022-2023 school year, as required by law and as recommended by the New York State Education Department.
